Do I need an Apple Developer account?

No. Passes are signed with Shakewell's own Apple certificate, so you do not need an Apple Developer account of your own to issue Apple Wallet or Google Wallet passes. Using your own certificate is a separate option and is not part of standard plans.
Shakewell handles the certificates, signs each pass and renews certificates automatically.
Google Wallet passes are issued through Shakewell's Google Wallet integration, so there is no equivalent account for you to set up.
